Industrial Skills Enhancement Program



Graduate employability has always been a major concern for the government, universities, and training centers. A study conducted by the Higher Education Management Department in 2008, which involved over 175,000 graduates from public universities, polytechnics, community colleges, and private institutions of higher learning from all over Malaysia, found that about 24% of graduates remained unemployed by their convocation date, while more than 6.5% were still awaiting job placement. 


While it is undeniable that universities and other institutions of higher learning play a crucial role in educating and providing the necessary knowledge to prepare students for their future, all too often important soft skills are overlooked in the overall education system. It is therefore not surprising to discover that the main reason why some 60,000 university graduates a few years back were not able to find jobs were because they were inadequately prepared, and sorely lacked the required linguistic (English) and technical skills, along with initiative and creativity. 



The right skills equal employability. With the urgent need to ensure that these young people are equipped with the necessary skills, aptitude, and innovative capabilities to fulfill the requirements of today’s high technology industry, training centres like the Penang Skills Development Centre (PSDC) have embarked on a mission to bridge the gap between theoretical and practical learning. 



The PSDC’s Industrial Skills Enhancement Program (INSEP) is a unique training and development program that brings together the government, industry, and local and foreign experts to upgrade and enhance the skills, competency, and employability of the human capital in specialised fields, especially among fresh graduates. The INSEP program, which is fully funded by the Ministry of Finance (MOF), gives trainees the opportunity to acquire both personal development and technical skills based on current industry needs, along with relevant working experience that will help them face the challenges of the employment market. 



The first part of the program consists of intensive classroom technical and practical training, lectures, and tutorials at the PSDC. Once they have completed their skills enhancement courses, trainees are then matched with industrial attachment partners, consisting of various MNCs and SMEs, for hands-on working experience and invaluable exposure to cutting-edge technology and best practices applied in the industry. They also undergo regular performance reviews during the attachment period. 



During the training with the PSDC and their on-the-job industrial training, where they are directed, guided, and mentored for maximum learning, trainees are provided a monthly cash allowance for learning and living expenses. To date, over 1,800 trainees have successfully undergone this program at the PSDC. 



Industrial attachment partners also benefit greatly from this program. Human capital is undoubtedly the main resource of a company. The INSEP program, which utilises customisable courses to meet the needs of individual companies and the best train-and-place approach, is an excellent platform for candidate evaluation. It allows industrial attachment partners to determine and employ the right talent at zero cost, while minimising the risk of engaging the wrong people for the job, which costs valuable effort, time, and money. It is also a risk-free investment, as there is no hiring obligation for upon completion of the attachment period. 



With the emergence of the New Economic Model (NEM) and plans to set up a ‘finishing school’ for fresh graduates, the INSEP program now plays an even greater role in enhancing employability and meeting the demands of the industry by ensuring that fresh graduates are well equipped with a broad base of relevant skills and technical knowledge and experience. With that particular goal in mind, the PSDC is also involved in developing a program for diploma and degree holders to acquire the hard and soft skills in engineering in the shortest time possible via a finishing school concept, which provides both the theoretical and practical aspects of training for specific employment.

Semuanya bermula masa orang terjumpa 1 advertisement di Jobstreet tu. Jadi orang pun click banner yang sedang berkelip-berkelip itu. Maka selepas itu, orang pun isilah borang yang disediakan dan tunggu jawapan daripada pihak penganjur. 


5 Julai 2010 ketika orang ada urusan di Ipoh , Perak, orang telah menerima panggilan. Namun dukacitanya, orang tidak dapat menjawab panggilan tersebut atas sebab-sebab tertentu. Tapi orang ada mendapat klu yang PSDC yang telah menghubungi orang, cuma tidak tahu siapakah orang yang menelefon orang.


Selepas 1 hari tidak dapat menghubungi orang, esok nya orang mendapat panggilan yang sama. Orang itu memberitahu bahawa orang telah terpilih untuk menyertai program tersebut. So pada 20hb orang pergi untuk orientasi dan setelah itu 26 Julai orang menghadiri kelas pertama. Program kelas berlangsung selama 3 bulan & practical (industrial training) selama 9 bulan di mana2 kilang or industry yang ada kena-mengena dengan engineering.


Pada pandangan orang, program ni bagus sebab memberi peluang untuk penganggur terus belajar & belajar apa yang tak belajar di universiti dulu. Oleh itu, kepada siapa2 yang rasa macam tak nak buang masa di rumah lepas habis Degree sementara tunggu dapat kerja, proceed lah dengan program ini. Insya'Allah akan ada manfaat.. :)
